Factors impacting fuel prices in October 2025
The official statement explained that global and local market conditions shaped this month’s adjustments:
- International oil prices rose: The average prices of petrol, diesel, and illuminating paraffin on global markets increased during the review period (29 August – 25 September 2025). This raised the cost of importing fuel into South Africa.
- Weaker rand: The rand lost value against the US dollar, averaging R17.49/$ compared to R17.73/$ the month before. A weaker rand makes imported fuel more expensive.
- No slate levy applied: The self-adjusting slate levy, which corrects imbalances in fuel price recoveries, remains at 0 cents per litre, so no extra charges were added.
- Wage-related margin increase: The Minister of Mineral and Petroleum Resources approved a 6.1 cent per litre increase in the retail margin on petrol. This adjustment is specifically meant to cover wage increases for service station staff such as pump attendants, cashiers, and admin workers.
The department also confirmed that the Single Maximum National Retail Price for illuminating paraffin will drop to R16.48 per litre, down from R16.63 in September 2025.
