Factors impacting fuel prices in November 2025

According to the department, two main market forces influenced this month’s fuel decreases:

  1. International product prices changed: The average global price for petrol and diesel fell during the latest review period. However, the price of illuminating paraffin increased slightly in global trade markets.
  2. The rand strengthened against the US dollar: The rand appreciated when compared to the previous month’s trading period. The average exchange rate improved from R17.49/$ to R17.29/$, reducing the landed cost of fuel imports. This lowered the Basic Fuel Price component across petrol, diesel and paraffin.

The department also confirmed that the Slate Levy remains at 0 cents per litre, meaning no extra charge is being added to recover past pricing balances.

Furthermore, the Single Maximum National Retail Price for illuminating paraffin will be R16.47 per litre for the period 5 November to 2 December 2025, very slightly lower than in October.
