Factors impacting fuel prices in September 2025
Several international and local factors influenced these price cuts:
- Lower global oil prices: The average international product prices for petrol, diesel and illuminating paraffin dropped during the review period (1–28 August 2025). This lowered the cost of importing refined fuel into South Africa.
- Stronger rand: The rand strengthened slightly against the US dollar, averaging R17.73/$ compared to R17.77/$ in the previous period. A stronger currency reduces the amount paid in rands for oil priced in dollars .
- No slate levy applied: The Self-Adjusting Slate Levy Mechanism, used when there’s a large imbalance in recovery costs, remains at 0 cents per litre. This means no extra charge was added to correct past under-recoveries.
The department confirmed that the Single Maximum National Retail Price for illuminating paraffin will be R16.63 per litre, down from R17.12 per litre last month
