The Madlanga Commission resumes today, with Brown Mogotsi returning for a second day of testimony after delivering a series of contentious and untested allegations during Tuesday’s proceedings.

Mogotsi used his first appearance in Phase Two to respond to evidence presented against him, but instead introduced a wide range of claims involving senior police leadership, political figures and individuals linked to alleged criminal networks.

Mogotsi began by asserting that late former minister and ambassador Nathi Mthethwa had intended to testify before his death in France, allegedly to share suspicions about KwaZulu Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi.

He claimed the concerns stemmed from discussions related to coal interests near Richards Bay and suggested that Mkhwanazi had links to foreign intelligence based on previous conversations about American training.

He expanded the allegation to Zulu King Misuzulu kaZwelithini, stating that both men had been “activated” as sources by foreign actors.

Commission chair Justice Mbuyiseli Madlanga pressed Mogotsi for the basis of these assertions, which Mogotsi attributed to unnamed sources abroad.

Evidence leader Advocate Matthew Chaskalson later noted that there was no record supporting Mogotsi’s statement that Mthethwa had planned to testify before his death.

Mogotsi’s testimony then turned to the cancelled R360 million police health tender awarded to Medicare 24 Tshwane District, a company linked to alleged crime figure Vusimuzi “Cat” Matlala.

He stated that former police minister Bheki Cele had interests in the tender and claimed that Matlala had previously been identified in intelligence briefings under the alias “John Wick”.

He told the commission he had monitored a meeting in Durban earlier this year that Matlala believed would help resolve concerns about the tender.

Mogotsi said Matlala later contacted him from prison after Mkhwanazi’s July press briefing and claimed that the person he had met was Mkhwanazi himself .

Mogotsi also described his earlier work with Crime Intelligence, stating that he operated as an informant and later as a contact agent during the 1990s and 2000s.

The commission will continue testing his evidence today as additional witnesses prepare to respond to allegations heard during earlier sessions .
